Impact study of 26 June 2018 regarding a fourth mobile network operator on the Belgian mobile market

The Belgian government wishes to maximise consumer welfare, in terms of price, quality and diversity of the supply in the telecom market. The government intends to take the most suitable measures to achieve this goal. To that end, Vice-premier Alexander De Croo requested the BIPT, in a letter received on 15 June 2018, "to draw up a report on the status quaestionis of consumer welfare in the Belgian telecom market". This report answers the above-mentioned requests. It investigates whether allowing the entry of a fourth operator in the Belgian mobile telephony market, by allocating additional spectrum, might have positive, and possibly negative effects on competition in that market.

Le gouvernement belge souhaite maximiser le bien-être des consommateurs, tant au niveau du prix que de la qualité et de la diversité de l’offre sur le marché des télécommunications. Il souhaite à cet effet prendre les mesures les plus appropriées afin d’atteindre cet objectif. Dans un courrier reçu le 15 juin 2018, le Vice-Premier ministre Alexander De Croo a à cet égard demandé à l’IBPT d’établir « un rapport dressant l’état des lieux en matière de bien-être des consommateurs sur le marché belge des télécommunications ». Ce rapport offre une réponse aux questions susmentionnées. Il examine si la possibilité d’autoriser un quatrième opérateur sur le marché belge pour la téléphonie mobile en attribuant du spectre supplémentaire pourrait avoir des effets positifs et d’éventuels effets négatifs sur la situation concurrentielle de ce marché.
