Report on the seasonality of wholesale data roaming services in Spain

The study shows that the highly seasonal nature of data roaming traffic in Spain has a severe impact on unit costs for wholesale roaming data service offered by national mobile network operators, being 51% higher than the wholesale unit cost offered to their MVNO. In that regard, CNMC considers essential for the discussions of the European Commission Parliament and Council to include an analysis of the specific demand in tourist countries like Spain in order to ensure that there is no indirect impact on national markets and that users of mobile services in Spain are not adversely affected.

El estudio muestra que la alta estacionalidad del tráfico de datos en itinerancia en España tiene un impacto muy significativo en el coste del servicio de acceso mayorista de datos en itinerancia, siendo un 51% superior al coste mayorista ofrecido a sus OMVs. En este sentido, la CNMC estima oportuno que en las discusiones del Parlamento y el Consejo la Comisión Europea se introduzca el análisis de las peculiaridades de la demanda en países turísticos como España con tal de asegurar que no existe una afectación indirecta de los mercados nacionales y que los usuarios de los servicios móviles en España no se vean perjudicados.
