Rules for calculation of the net costs for provision of the universal service

The Rules lay down the requirements for calculation of the net costs incurred in the provision of the universal service or parts thereof by the designated undertakings, where they represent an unfair burden on them. Rules are provided also for assessment of the value of intangible benefits. The document lays down the requirements to the documents, which shall be presented as evidence to justify the correct calculation of the net costs. It provides also the procedure for verifying the net costs and for assessing whether they represent an unfair burden for the respective undertaking.
