Currently, the majority of service providers offer their post-paid subscribers e-billing services, that is, the facility to access their bills electronically free of charge. Whilst the MCA appreciates that such facility is beneficial from a cost and an environmental perspective, it is also aware that a number of post-paid subscribers do not have an Internet subscription, and would in many instances incur a charge to receive their bills in hard copy format. This decision, which is being published following a public consultation, will amongst other things, provide the possibility to post-paid subscribers who do not have an Internet subscription to receive their standard bills in hard copy format, free of charge. This measure is also being extended to telephony services, where post-paid subscribers who do not have an Internet subscription can obtain a detailed itemised bill in hard copy format, free of charge. Telephony subscribers on a pre-paid basis will also have the possibility to view a detailed usage report free of charge.
